appears to be from a mobile game called Wander Crown (https://twitter.com/wandercrown/status/809337400547688449)

Her name is “Rufure (possible Reflet? same as the person from Fire Emblem) Arlet.” She says she is the head of the reindeer who serve Santa Claus’ helpers. (apparently they are in Christmas Town.)
