That was literally the point though. He wasn’t accepted into the hero program because he couldn’t use his quirk for the practical exam. After he lost against Deku, the audience literally praises his quirk saying how useful it would be and points out how flawed the system is to let someone so useful not be administered into the hero program.
Like I get the irony and it is funny but of course it wouldn’t make sense if this was how the academy administered people. This is not how students were accepted.
Shit on Mineta all you want but his poop hair is a thousand times more useful in avoiding robots whereas Shinso would have to rely on others to succeed in the practical and the fact of the matter is he didn’t pass.
